The upper level of the railroad is mostly rural with a few small towns and their associated passing tracks
spaced around the railroad such that operators working in these towns will not interfere with operators
working other locations on the level below. Running north to south, the towns of Santa Rosa, New Mexico;
Muleshoe, Texas; Sweetwater, Texas and Indian Gap, Texas are modeled on the upper level. Other scenic
highlights on the upper level include the town of Bruno, marked by a gas station and bar and the trestle
crossing the Pecos River between Santa Rosa and Muleshoe. The upper level is connected to the middle
level via a two track helix south of Indian gap and the long grade winding around the peninsula north of
Santa Rosa.
